BRS on 1964 C172E

Hi,
BRS quotes on their website that BRS is available for 1966 or newer C172.

The FAA STC AML lists all the vintage models.

172, 172A, 172B, 172C, 172D, 172E, 172F, 172G, 172H, 1721, 172K, 172L, 172M, 172N, 172P, 172O

Does anybody know where to start looking for this 1966 limitation, to figure out where it originated?
