Power Percent in Engine Charts - Max Takeoff or Max Continuous?

I'm a bit confused about how percent power is calculated in engine performance charts. Is it based on the maximum takeoff power or the maximum continuous power?
I’m kind of thinking it’s the max continuous power, but I'd like to confirm. Anyone got the scoop?
