Do i need to keep the little wire in the top of the tail

Do you mean the wire that runs up to the beacon?
Or do you mean the wire that runs up to the VOR antenna?
Or do you mean the ADF wire that runs from the fuselage to the tail?

there is a speed mod on the top tail and has nothing up there

If the wire runs to the airframe, it is a ground and can be removed. There should also be a power wire for the strobe that runs down the vertical stabilizer to the panel.
